It just comes across as extremely rude to say to someone 'your prices are so expensive'.

It still sounds like you expect artists to under price their work just because you can't afford to pay them properly.
If you don't have enough to commission anyone, don't go pointing it out on individual's artwork, because it sounds directed at them.
