Oh god, i forgot this was a thing in Dredd. I remember something from a video game where Dredd ran into one of these guys and the player just decides to arrest them.
He gave 'em three months on a charge of "obstruction"

Yeah I loved that feature in that game.
Theres a whole lore behind the fatties and its pretty cool. Basically they simply it for fun because the future is so damn boring XD
Theres also supposed to be a weight law for fatties saying they can't go over 600lbs, if they do that their sent to fattie blocks to lose weight. The blocks are also hilariously named after fat Hollywood actors.

Yeah I recommend getting a few of the volumes on Amazon, the series isΒ ripe with off color humor, political/American culture satire and has a mix of sci fi and supernatural elements in the universe.Β It also has one of the greatest villians in comic book history Judge Death who believes "The real crime is life... and the sentence, is death!"
