The character isn't supposed to go Super Saiyan 3, mainly because she isn't gonna die anytime soon. This is supposed to be that special moment when she first transforms into Super Saiyan, but they don't have the Cell Saga Vegeta armor in the game, so it's not as accurate as it could be.
