Espurr is just weird...Edit: I do have to say after playing Super Mystery dungeon months back, my thoughts on Espurr has changed quite a bit. Espurr if forever known as he Honor Student badass

Most psychic types are. Kadabra's pokedex entry is one of the strangest out of all of them, Jynx looks strange, as does the meditate line, and unown can only learn one move, Hidden Power.(Which just about anything can learn.)
Espurr is probably one of the less strange psychic types out there.

I didn't say creepy, I said "weird" as in unusual or strange.
Kadabra's entry (in Leafgreen, to be precise) isn't creepy, but it's definitely strange: "It happened one morning - a boy with extrasensory powers awoke in bed transformed into Kadabra." Firered says essentially the same thing.
Psychic types just have a tendency to get more strange designs than most, (Espurr isn't your typical cat pokemon,) I NEVER said that made them "bad" or creepy, just noticeably different.

It didn't really look that way.
It doesn't help that there ARE a lot of people who insist it's evil for no legitimate reason. Making an evil espurr character is one thing, claiming the whole species is evil is just silly. If they're so terrible, why does almost one out of every two npc houses have one in it? Even if they did form an army, their control over their powers is limited, but also hits a three-hundred foot radius. With a range of a hundred yards, a single misfire would result in a huge chunk of the espurr army fainting.
That, and they're a foot tall. there are bug types bigger than them. The average starter is twice their height.
Granted, the thousand-yard stare is creepy, but evil? That's just silly.
Espurr are strong and fluffy. Who needs a guard Houndoom when you have an espurr?XD
