I FINALLY LEARNED HOW TO RIG COAT PHYSICS!! HOORAY omg
It took a REALLY long time. But I think it would have taken even longer had I not taken advantage of the "mirror object" function on PMXeditor which lets me do copy all the hard work that I do to one half of the model and applies it to the other half.
ONLY THE OUTFIT was Modelled by me on blender and textured using photoshop my me, The moogle is a gamerip.

Yes! I found a really fast way to add bones and position them as well.
On PMXeditor you can copy coordinates from vertices and apply them to bones instantly using ctrl+c and ctrl+v. You have to first create the bones for one side, and then use the mirror object function to automatic make bones for the other side (assuming the model is symmetrical).
If your bones are named using Japanese, the names of the bones automatically get renamed appropriately. So all the 左 gets renamed 右 and vice versa.
The mirror object function also works for physics bodies as well as joints. So in effect you only need to add bones, physics and joints for only one half of the model.
With weighting and rigging, I had Linny and Whitepaopu teach me how to weight from half. In other words you rig and weight one half of the model and then use the mirror weights function and the other half will automatically be weighted to their appropriate bones assuming the model is symmetrical and using Japanese names.
Its magic! Its witchcraft!!!

Tbh I wasn't brave enough to test it on the actual model so I made a copy of the original model and started messing with the various functions on PMXeditor.
There are so many other functions that I haven't learned to use yet.
Apparently you can also texture your models in PMXeditir by painting onto the model directly and it updates your textures for you. I haven't worked out how to do that yet
