It's a fan design of a fictional weapon from a video game series. The weapon is known as a 'Keyblade' from the video game series "Kingdom Hearts". The weapon is able to take upon any form and theme.
The design above shows the Keyblade taking a halloween theme with motifs from Tim Burton's "The Nightmare before Christmas".
