A new brush set? I don't understand digital art much. How does that work?

In "Photoshop" (the digital art software that I use) there are a variety of different brushes that you can select from and even make yourself that do different things for different desired effects, and other popular digital artists can create their own custom brushes and put them on the web for other people to download. Which is what I did, and this image happened.
