I'm talking about a Balloon Kid kind of game with Pikachu. Not just Pikachu wearing a bunch of balloons; we've seen it do that since Pokemon Yellow.

There was a time in which a Flying Pikachu can be downloaded into a Pokemon game and I have a Flying Pikachu pin so it's not improbable.

You can have a Pikachu that can fly in Heart Gold and Soul Silver. If you received the Yellow Forest for your Pokéwalker, there's a chance you might find Pikachu that can either Fly or Surf.
Plus there's Pokemon Snap, PokePark Wii, Pokemon Dash, and at least one card in the TCG...
