are there any rules to how many and what type of floating items we can have ?
also, do common tiers /have/ to have an underbite&upwards
teeth, or can we draw them without either/one or the other ?

For a common one, only one floating item is allowed, unless it part of one design thing like www.pinterest.ca/pin/269512977…
An uncommon one can have more than one floating items, like doughnuts and cookies
It is preferred to have the underbite + upwards but the rare trait can have the mouthless and also an option for no under/overbite
