it might also be under the content advisor in the same tab as the parental options

try the privacy tab and click on the sites button

go to tools, then click on internet options then click on the content tab, then click on the parental options button
it should be there if not ill see if theres something else to unblock it

I got the page by simply searching I've tried disabling my antivirus program etc it still pops up. its on my network to not just the computer.
