Oh, isn’t that complicated...
Firstly,
For the whole body I just picked her height, found the middle height( the X ).; there, I also marked the heights for the main joints( elbows, wrists, knees and ankles )and which height her waistline should be, since all those flexible should need to keep consistent, as much I should draw her several times for the storybook.

Only then I used the head’s height to determine how many of those she should be in later drawings; just as a further reference rather than the main one.
However... since cartoons aren’t “realistic” drawings, using a head’s height would not be consistent, because each character has a different head’s shape - thus, characters would have very different tables to be memorized, which takes very specific efforts; it may train the artist to do better works in an specific character, but makes harder to “reboot” when drawing another.

So, what should give consistence would be the first line rather than its actual height measured in “head” units;.

I devised such method to teach my students about general proportions applied to either “realistic” or “stylized”( cartoon, manga )character design.

As for the head itself, I just divided its height in 4 for further reference whenever I should draw her face and hair again; but that’s traditional.
