I've been thinking more about that Underswap where the roles and not changed but more adapted to their previous personalities

Consider this: Papyrus is still the younger brother in this universe, and even if he has a more Sans-Undertale personality, he also has a lot of kindness and forgiveness that he learned from his Sans (underswap), which is something Papyrus from Undertale would have just by nature
When the whole reset and genocide thing happened, this Papyrus feels like he needs forget about all that, because it doesn't even matter anymore and the human needs to pay, he can't show mercy,. Still, it is different from Sans in Undertale. This Papyrus holds on Sans's values a lot, and he believes them himself, so he actually struggles when he has to fight you on the Genocide run. He doesn't want to do this, he wants to forgive, but he can't , because no one else but him can do this. No one knows about resets, he is the only one who can stop this. So, even if it destroys him, he has to leave his values aside and kill you, over and over
