Unfortunately she isn't, but I can guess why: racial implications. As far as the focus groups are concerned, ff she's white, then it's racist. If she's black, it's still racist. I can presume Hasbro was just trying to avoid another Derpygate.

also twilight is black (just throwing it out there) because even tho she acts and talks bourgeois, she still has dark fur, a fat ass, and doesnt do the same stuff as other ponies
if they put a strong black female role model in a movie for children it would just piss off the white supremacist power structure
