Well, if I told you "the modern concept is about 80 years old", that number probably wouldn't tell you a lot because it refers to a world with a completely different timeline from ours. That world is the Order of Silvernight, which has exclusive access to people that can cross the borders between worlds and timelines and piece together the big picture.

But even then, the Mavorcé is still a concept. Like an atom. Those people that can jump to any point inside Known Space could probably jump right to what's calculated to be the position of the Mavorcé, but the forces there don't exactly make it what you'd call a work-friendly environment.
And those people that can jump already have a pretty guilty conscience about fucking up the balance between worlds, so they tend to share the wish to leave alone something which delicate perfect input/output balance affects pretty much EVERYTHING.

Well, in that regard it's kinda similar to our sun. Which is basically a nuclear fusion power plant that emits tons of radiation. Most of it is caught by the Earth's magnetosphere that acts like a shield, some wavelengths reach the earth in form of light.

Conveniently however, the Mavorcé is much more... perfect? than the sun. Its lifetime is infinite, its condition completely stable and there's no way to get anything near that thing to toy around with it. So I guess the only option to use it as a weapon would be to destroy the protective membranes of the individual worlds... but if that happens, you got bigger problems to worry about.
