Really it needs a new edition.  As it stands, it needs some sections rearranged (for example, the number of Bio-E that a Dreadguard gets to customize his Host Armor, and the actual Dreadguard class, are about a hundred pages apart) and there are contradictions that need fixing (for example, the Flame Breath says in one place that it "can only be used once per melee, but counts as an additional attack", then turns around and says on the same page, "once per melee, but counts as two of the character's attacks").  All these things could be fixed by houserules or official errata, but as far as I know, no official errata has ever been published (unless it's in an issue of the Rifter that I don't have... which would be a bad place to put errata anyway, since not everyone subscribes to or buys the Rifter.)

The way things are currently going, that's not likely to happen. The Robotech Kickstarter blew up in the company's face in a HUGE way-- to the point that they may have to file for bankruptcy.

There's been a good response (or so they say) to their Reward Exchanges... giving a refund by exchanging Wave One rewards and/or Robotech RPG sourcebooks for remaining Wave Two pledges.  Since Harmony Gold did not renew the Robotech license, Palladium is selling their remaining inventory of Robotech books and merchandise for half price to try to get rid of them by March 31st.  A "fire sale" like this one will compensate for at least some of their losses, which may not be as bad as they want you to believe, especially as long as the response to the Reward Exchanges continues to be good.  Also, the annual Palladium Open House, which has been a big source of revenue ever since they started in 2007, is coming up in just five weeks.  At some point, though, they're going to HAVE to give cash refunds to backers who demand them, or face the legal consequences.  Palladium's been stalling for quite a while.

I don't think there's likely to be a revised edition of Splicers either, but not because of the failure of the Robotech Wave Two Kickstarter.  Palladium seems to be treating it as a one-off like they did System Failure (which is no longer even listed in their store), with most of the support coming from fan submissions in The Rifter.
