I was going to say, "Wait a minute, don't you mean a single shape?" Then I saw that the tadpoles butting against the square's diagonals have quadrilateral heads instead of pentagonal heads.

Yes, if you crop it to one quadrant it is better described as a single shape tiling, where the largest tiles are incomplete (extend past the frame). But it was not a coincidence that the boundaries that intersect the edges of a quadrant line up with a rotated copy.
