Primary function: Destruction of enemy weaponry, fortresses, cities and government centres.
Secondary function: Termination of any and all threats to it's continued survival.
Powers:
* All powers of 624-626.
* Can fire purple thunderbolt that disables any victims for at least 20 sec.
* Can converse fluently in over 20 different languages, but prefers Tantalog.
* Can cook 372 recipes, but prefers Chinese food (go figure).
* Can lift up to 3020 times it's own weight.
* Can shape-shift
* Can amplify your emotions (ala Kim Possible: "Emotion Sickness")
* Can spit plasma.
* An information repository, with a dictionary, thesaurus, encyclopaedia, and experiment catalogue, and records every moment of it's life, in a reserved portion of his brain that can theoretically store up to 300 PB (307,200 TB). It also is an expert at electronics and computers.
* Less responsive to humour (a smidgen less than 626)
* Unable to be dehydrated once it has been rehydrated. Once hydrated, it can be contained in a energy-to-matter converter Jumba calls the Pocket Container Device for Experimental Creatures (but Lilo jokingly calls it POCEDEX for short.)
* Can be turned to good, and once it is turned to good, it can only turn back to evil if it is sung to by 624.

Experiment 628 is an illegal genetic experiment created by Dr Jumba Jookiba (Lead Scientist, Galaxy Defence Agency. See "Jookiba, Jumba") in the twelfth month of the Earth year 2004 (See: "December", "Earth-Time"). After an incident involving time travel, cybernetic creatures and chilli cheese fries, 628 has been wandering around the islands of Hawai'i where he was created, often thinking about creation, why he was put on "this earth" (figurately speaking) and chilli cheese fries.
