I think Ford does forgive Stan in someway but it's just the risk of that tear in space time that prevents him from saying it as well also we don't know much of Ford's life in the portal he may (through I doubt) had time to reflect on his life and realize at that moment especially after hearing the story that he may have come off as a bit strong when he asked Stan to hide Jorunal 1

I wasn't saying he didn't forgive him. Just that Ford is extremely intelligent and doesn't always notice when Stan is hurt or a bit jealous even when he sees his brother succeed and Dipper and Mabel praising him. Ford generally seems to have good intentions, but doesn't see how they hurt his brother. And Stan also tries to play off his hurt by acting like the tough guy he is, when really he just wants Dipper and Mabel to love him as well as wanting his brother back.
