Actually, they probably are. They're 12, but their birthdays are in the summer. I have a summer birthday, and so I exited 7th grade as a 12 year old. later in June, I turned 13. They're about to be 13 at the end of the summer, so unless they were put in school a year late because of their late birthdays or got held back (which is fairly unlikely, at least for Dipper) they would actually be in 7th grade, going into 8th. But different people say different things about it. I don't think it's been stated in canon, though?

Either 7th or 8th, depending on when they were put in school. (I made a really long comment about this a minute ago, I could copy/paste it here if you want.) But some people refer to their grade as the one they're going OUT of during the summer.

and most kids start high school when they are 14.

Technically he would be 15 by now. The show still takes place in 2012, and Alex Hirsch has established that the twins' birthday will take place at some point during summer (as some sort of sybolism of the twins' childood ending).

Actually, since it's currently Autumn and they were born in Summer, Mable and Dipper are 16. This is because, even though it aired in 2012, they were born in 1999. I could be wrong though.
