Basically, in one scene, Star-Lord is enduring insults about how shabby and dirty his ship is. He then comments that if they shone a black light on the place, it would look like a Jackson Pollock painting. The clear implication being, the walls are covered in splatters of alien cum.

Jackson Pollock is a painter famous for making obscure paintings that are, essentially, just splotches of paint haphazardly splattered all over a canvas.
Cum is better referred to as semen. Semen is this weird mayonnaise looking stuff that comes out of a man's penis during either masturbation or sex... to be specific, it's a clump of gel holding little 'sperm' organisms that combine with and fertilize the 'egg' inside a woman's womb. The now fertilized 'embryo' slowly grows into a baby, which the woman's body eventually decides doesn't need to be inside her anymore and gives birth to it.
The point of a room looking like a Jackson Pollock painting is that when splashed on a surface, cum looks very much like white paint. A blacklight, like the one in Dipper's hand in this picture, projects a form of light that brings up the, uh... 'residue' left behind by things such as blood, cum and vomit. They're generally used by investigative forces to find evidence of things I can't begin to imagine, but they tend to just be used for 'cum everywhere' jokes.
