Honestly I thought that before seeing the whole animation just the title and the preview image (the one you see before you click on it).

Pacifica's hiding in Mabel's luggage. Don't worry, Mabel knows she's there. It was her idea after all. Dipper's luggage was the first place everyone would look, so Mabel offered her luggage for Pacifica to hide in while they smuggled her out of town.
Of course, that was Mabel's Plan B. Her Plan A was to dress Pacifica in a pig costume and try to convince everyone searching for Pacifica that she was a pig Mabel got so Waddles would have a friend.
