I think they are trying to turn him back to normal /with/ the regular leaf, and not the stone one. As transforming into a statue another power up does make you that power up.

Great work! This picture is amazing yet hilarious at the same time!
One minor complaint, though; Dry Bowser doesn't have a Tanooki tail in the final game. He has his usual bone tail. Like I said, it's a minor complaint.
