hmmm..... depends on your drawing skill and how deep your knowledge in principles of animation. Software is just a tool for animating, something you can learn shortly. But those two needs longer time.

u can asy make 3 or more different animations (hair, face, body)
in photoshop its quite hard to do it in a gif

Just flash.
First time using tablet, I've struggled pretty hard to get solid,smooth lines. But keep playing more with your tablet until your hand become steady enough
