Due to the Vivienne age changing incident, she was transformed into an adult for 24 hour. After that she transformed back to her original form. However, she believes that she can use that power again by concentrating a lot and as result, she can indeed change her age by her will. She can only change from 12 - 45. She can't get older because she doesn't want to be old ^^.
If she changes other persons, then it is almost limitless, so age regressions are possible to the limit 12 years and age progressions depends, but I am certain, she is not sadistic to make someone old like a grandma or grandpa.

Still interesting.^^ And I've seen people make baby designs in kisekae, so I'm surprised you have it limited to that.
And in regards to learning how to upgrade that ability... maybe making it so she can choose how to influence what they grew up into being. Like, how the multiverse has many paths, she could change what path their life went to when aged up from a certain point.
