i couldn't tell if it was a scar or marking or just hair over her eye, Accompanied by the anime "see the eye through the hair because magic" effect. If only godai'd settle it,

If it's a scar, its a really thick one as its close to the entire width of her eye. It's not hair because at angles where her hair is out of the way it's still there. In all likeliness form most possible to least, it's either a marking on her fur, a tattoo or a scar

i've always had issues with tattoos on fur, i know it's cartoon-o land,
But it would either only be visible if the fur was cut/damaged/etc
Or it wouldn't be able to stay and would just face out with shedding
