naoko takeuchi's prototype sailor moon was so cute!! it had a more super heroine feel to it (it even feels like it had some kind of mecha-mazinger z influenze..)based on this

that was the original prototype , they wanted her to have a more girlish appeareance so they got rid of the cape and the giant boomerang on her chest (wich reminds me a lot of mazinger z, one of the many works of go nagai that naoko takeuchi referenced in sailor moon)

I found this while searching up white haired Usagi images to inspire me to write my stories. Very inspiring indeed!
This wasnt the original concept design, the pink haired one with the other inners in Sailor V like fumus was rhe first concept sketch. This was made for the magazine as a cover page for the first actually serial release which was the first chapter in the magazi e when the manga had just started airing, theetherefore it was made after and is not a real concept art. It was ideas she had while she was ALREADY making the series in the serial/magazine.
These are ideas she had before the first issue but the art was made during the first publishing.
In a way it can be considered concept art, hpwever it is NOT the ORIGINAL concept art which is why it does not appear in the Materials Collection Artbook and is instead called cover art in the regular series of artbooks.
It even says so on the link you provided, there are other translations but it pretty much says the same thing. In the collections artbook, it even tells you what was the original concept art was.

i would have loved to see it in the anime/manga too!! but im sincerely thankfull that the boots got to be red-magenta in the final design i feel it suits her more, even though a cape would have been awsome for her...... its strange since i see her more as a super-heroine than a magical girl

Yeah, I love her red boots. It gives her that superheroine look, while retaining magical girl elements. It's just an awesome costume design.
