You're supposed to use peroxide for your hair. Peroxide bleach, or hair lightener, and then blue hair dye. Didn;t your parents help you? (I'm guessing you're about 13?)

By the sounds of it you didn't do your hair right. Next time ask your parents to get you some peroxide, bleach your hair with proper hair stuff (and NOT anything you find in the kitchen drawer o__O) and then get some good quality blue hair dye.
