Remember the "Chibiverse" episode "Chibi villains unite" in which Penny Proud from "The Proud Family" declared to be Molly McGee's "best friend"?
Well, as it turns out, Molly was NOT the first character Penny (and her family in general) crossed over with. That title actually goes to... Lilo and Stitch. No, seriously. The Proud Family was among the various animated Disney Channel shows that crossed over with "Lilo and Stitch: the series" (and keep in mind that that series is based on a movie from the Disney Animated Canon). The others being American Dragon Jake Long, Recess and especially Kim Possible.

As for the fact that Penny "dressed up as a movie star", that would be a reference to the infamous episode of the Proud Family louder and prouder "the end of innocence", in which Penny, her friends, her parents and BeBe and CeCe dressed up as various Disney princesses (with Penny dressed as Tiana from "The princess and the frog"), Elena of Avalor, the minstrel, and Simba and Nala as cubs.

Keep in mind that we live in an universe in which Disney doesn't let their Television Animation characters interact with movie characters, doesn't let them appear in big crossover events (i'm looking at you Plusaversary, Ralph breaks the internet and D23), nor lets them in their theme parks despite the really high potential, so I've decided to make this.
