as far as symbolism is concerned, prometheus could symbolize the spirit of progress. by giving us fire (not nessecarily a literal fire, but a spiritual fire), he gave us the will and the ability to create and develop technology and become what we are today. I am totally oblivous to politics, especially american politics, since i'm not one, but perhaps the eagle represents something that is bad about america, gnawing away on the spirit of progress.
i don't know for sure. that's the tricky thing about subjectivity.
