Judging by the nonstandard attire and the fact that the Clan's don't often deploy ground troops, especially in cold weather climates, I'm gonna hazard a guess and say she's a member of the Nova Cat Watch, probably tasked with covering a Watch team that is operating against a distant target. And given the size and bore of that rifle, its made for long range anti-material shooting.

Yeah that sounds right-ish.Β  Not to be specific, but it seemed from the commission that the character wasn't operating in standard clan fashion after some event caused a deviation in the normal routine.

But definitely non-standard.Β 

With a pretty fair amount of alterations the outfit is based on old first generation high pressure gear for the USAF.

The Clans are super-militaristic, but the Scientist caste that design the warriors are generally pretty lonely people and making the warriors look gorgeous doesn't actually harm their efficiency, so they get away with it.

Also, there is more to them than just military, they're very proud of being human.Β  One of the guidelines of their genetic programs is to make sure that even crazy phenotypes like Elementals are still human enough to maintain a population naturally with normal people if needed.Β  Hence why they see the Genecaste as downright heretical.

Outcast Clanners wanted their people to hang out in Clan space without being detected, made deals with corrupt scientists and let them experiment on them genetically so their next of kin would be able to easily inhabit the many hundreds of uninhabitable worlds pretty much everywhere that just go ignored by the Clans (and everyone else) because terraforming them is too much hassle.

Seemed like a good plan, but without the Society fixing their experimental genes, they're pretty much doomed to extinction.
