I think that Koushei-ko is the same as the valley's power source just in a person so its portable. Just a guess though

A peculiar way of calling each other they have...
I guess they are either members of some sort of cult, or are another population, living 'underground' but having nothing to do with the city they live in...
What is a Kousei-ko by the way? Some sort of leader or chosen one?
Finally I wonder what he means by Awakening...
