No, no This is a default theme for plank in elementary OS Luna.

Wingpanel and slingshot I installed from this ppa [link]
wingpanel package is for maverick, natty and oneiric
slingshot-launcher is only for natty and oneiric
In elementary OS Jupiter I installed slingshot launcher from natty package, and its working
