good question. I know she's supposed to wear the bones of her "sisters", but sisters as the religious meaning. Since in one of the reference pics the hair color was the same, I guess I mixed up things a bit here ^^.

Judging by the hair on the skull, I'd say someone blood-related to her : a twin ? I could imagine two children trained in the dark arts and knowing that in the end trial, one would be the mage while the other would have the ( willing) role to assist in defense as a bone-armor and offense with the skull granting its knowledge.
