So, why would the old, refurbished models be 3.0 and the new ones be 2.0?
I guess you could argue they're new purchases or something...

Because they were from the Original Freddy's, which was a Family Diner. In the second reopening, they redesigned them with new animations (Second game), and the third location, the Originals were brought back with a lower budget (First game).
