If I made America red head too, he'd just be a young Horatio Cane, and no one wants that. He hasn't taken those shades off since the 80's.
Canada is a red head as a tribute of Lucky Lief Ericson. Britain figures it's somehow Scotland's fault (again, genetics, do you know it?)
Canada can be kind of stupid at times, though sparks of brilliance show through often enough to earn (meagre) respect yet stay off the threat radar of other nations.

I always saw Canada and the US as brothers. When he turned 18 US decided to move out from his mom UK's place and has engaged in a whirlwind life of daring, reckless, and occasionally stupid ideas, living the rockstar life as much as he can.
Canada meanwhile waited a few more years to move out from UK's place and has lead a successful, if somewhat quiet/bland life. Sometimes he envies his little bro's fame, but still laughs hard when he sees America has made an ass of himself on the news. Again.
In any case, while your take on Canada may not be as bright, jeez she's adorable
(And to snick off any offence caused by the above, I fully realize my analogy is a sweeping generalization and would probably fall apart if compared to actual history)

Sweeping generalizations are what comedy is MADE OF.
Canada in my version is sorely under appreciated for being a girl and stopped trying to impress people after WW2. She's still smart and strong, just lazy/unmotivated on both fronts.
America just has so many daddy issues he can't think reasonably half the time and the other half he spends in a dick measuring contest with anyone who will--
