x__x That's definitely the most confusing character I've ever created... But that has various reasons, and I'll try to explain them >w< Long story ahead, just warning you...Umm... the initial inspiration came at the ITB in Berlin. A friend and I were strolling around one of the south american exhibition halls when we saw that colombian lady in traditional clothes and a basket full of fruits on her head. She was holding a banana, and my friend said that it looked like she was holding a gun... and she was so right.
That kinda made me want to make the Haarlem's sniper a girl in the colombian lady's clothes, but that would've meant yet another female member... So I decided to drop the idea with the clothes but keep the character design itself, give her a lame fruit, confuse the gender so not even I am sure wheter it was originally boy or girl and TA-DA! Here we have Cruz in all his/her glory. 
It was really a tough task to make it look like the same character, just with different genders >w>
There are two different bounties up there because the marines don't know about Cruz' Devil Fruit ability. They simply thought that Female Cruz and Male Cruz are twins named "Cohen" (for his male side) and "Cruz" (for his female side). That's the reason he/she now has two different bounties.
The names of the guns are pretty random and have no deeper meaning .w. I was simply looking for things that complement each other... I could've also named them "Laurel" and "Hardy" or "Mickey" and "Minnie" or "Winnetou" and "Old Shatterhand" or... I think you get the idea 8D
He/She is partly named after Dutch pirate Moses Cohen Henriques (another Henriques, lol
). "Cruz" is a spanish Unisex name (which means "cross", but has nothing to do with the character itself... I was just looking for unisex names in general). One Piece (c) by Eiichiro Oda

actually i believe theires a legend about two brothers named Ramulos and remus cant rember the whole thing but i know it has something to do with one brother betraying(and i think killing) the other

Yepp, that's right... Romulus and Remus were the mythological founders of Rome...
Actually there are more than one character with similar powers... Mr. Two can imitate other people's appearance which includes gender as well, and Ivankoff can change people's gender with his hormones... But Cruz can only change his gender, he cannot influence the gender of other people, so it's not completely the same. ^^

... okay, this is a total "WTF" moment for me... because honestly, and I'm not joking in the slightest, I had exactly the same idea about two months ago, right before I created Foxtrot. ._. The gender changing ability (except my fruit was called Idou Idou no mi, the "Change Change fruit" XD). The latino origins. The colors. The sexuality. Everything clicks.
Difference is that at the end I dropped the whole thing, because I thought that for me, it would be way too much to squeeze out of just one character and I'd only end up confusing everyone. 
Looks like great minds definitely DO think alike!

Okay, one more difference- mine was an entertainer and not a sniper, because -surprise-surprise!- he/she could change his/her voice at will, or yes, even steal other's voices. Now that I think about it, that rings a few bells as well!

What were you saying? It's an amazing Devil Fruit and I really like the concept!!! His personality is really coherent and I just love his design ^_^ The clothes are great for both male and female and their hair is so pretty >v<
