x__x That's definitely the most confusing character I've ever created... But that has various reasons, and I'll try to explain them >w< Long story ahead, just warning you...Umm... the initial inspiration came at the ITB in Berlin. A friend and I were strolling around one of the south american exhibition halls when we saw that colombian lady in traditional clothes and a basket full of fruits on her head. She was holding a banana, and my friend said that it looked like she was holding a gun... and she was so right.
That kinda made me want to make the Haarlem's sniper a girl in the colombian lady's clothes, but that would've meant yet another female member... So I decided to drop the idea with the clothes but keep the character design itself, give her a lame fruit, confuse the gender so not even I am sure wheter it was originally boy or girl and TA-DA! Here we have Cruz in all his/her glory. 
It was really a tough task to make it look like the same character, just with different genders >w>
There are two different bounties up there because the marines don't know about Cruz' Devil Fruit ability. They simply thought that Female Cruz and Male Cruz are twins named "Cohen" (for his male side) and "Cruz" (for his female side). That's the reason he/she now has two different bounties.
The names of the guns are pretty random and have no deeper meaning .w. I was simply looking for things that complement each other... I could've also named them "Laurel" and "Hardy" or "Mickey" and "Minnie" or "Winnetou" and "Old Shatterhand" or... I think you get the idea 8D
He/She is partly named after Dutch pirate Moses Cohen Henriques (another Henriques, lol
). "Cruz" is a spanish Unisex name (which means "cross", but has nothing to do with the character itself... I was just looking for unisex names in general). One Piece (c) by Eiichiro Oda

his devil fruit power lets him create a space where all DFPs except for his are negated. and if a Devil Fruit gives a person to change then while in the space they will revert back to there original form.

yeah not to meantion Cruz would probably have to enlist Mamons help since Zeke is a bounty hunter and not likely to help out a pirate >.> and since another little thing about the Negate-Negate Fruit is that be it for better or worse it makes Zeke completely immune to some DFPs though not all >.>

Ooh, a bounty hunter owo That could be a problem, though Cruz would try anything to find out what he/she really is... so if it doesn't work with Mamon's help he/she will probably just resort to annoying the hell out of Zeke until he gives in.

lol best way Mamon and Zeke fight Zeke sees /knowes Mamons power he will use his power to negate it in which Cruz would only have to enter the feild created and the mystery of Cruz's gender will be solved and only have to find a way to escape from Zeke....unless Zeke would be trying to catch them in which his favorite strategy is too "befriend them" and gain their trust

Oooh, super unique! I always love confusing OCs who genderbend. I like your inspiration story for them as well, I would have been amazed just to see that lady. o.o
I think you suceeded well drawing the same person in both genders, they look very similar. The devil fruit is pretty awesome! Female Cruz looks like she is innocently plotting, while Male Cruz is being coy.
The gun is cool too! Love the way you drew it. <3

P.s I do like the Romulus and Remus thing with the guns..... funny how in the tale it says that Romulus killed Remus and and runs off from what I remember... seems the roles are swapped with these guns XD ....*also knows about this from Assassins Creed after just playing it XD*
