Oh yush, it's Hiwari-chan XDAnother one of these school doodles, scanned, outlined in Sai, colored with Gimp... and I really like it
I especially like the dress, I've tried many different versions but I think this one is the best... 
I hate make-up |D Lipstick is a pain in the ass to draw...
And that's supposed to be a tea cup
Dragons are brushes, but I can't find the website I got them from ._.

Hiwari! She's so cute.
I think her mouth is a little off-centre... Her shin too, maybe, but not to the same degree, which looks kinda weird. From the nose up, though, her face is pretty cool- love the eyeshadow!
