It's a pretty obvious fight. Who'd win? Well, the Boogeyman (Also known as Pyramid Head and Red Pyramid thing).
The executioner may be "dead" already. But we've seen him die several times by the hands of none dead creatures. He is also a mutation.
The Red Pyramid, however, is not exactly a creature. It is an angel. Pyramid Head is basically Lucifer. He's a being, but not from this world. He is the embodiment you YOUR guilt. He has one purpose, to suffer and make you suffer from what you have caused on others. This makes PYramid Head an immortal being.
That's why he is the only one who can kill him. For Pyramid Head to die, he must commit suicide. The sole purpose of Pyramid Head is to torment you. In the second game, you clearly see that Pyramid Head's only purpose is to agitate James. While the Executioner is just a "tank", send-him-in-and-clear-a-path kind of character.
Now, Executioner may be quicker than Pyramid Head, but that doesn't really matter. Whatever he throws on him, Pyramid Head would still stand. You can't really harm him in that same way he can harm you. He isn't exactly "real". He's real in that matter that he's a physical life form. But if you destroy his body, he still will return.
SILENT HILL 2 SPOILER ALERT.
If you play the second installment in the Silent Hill series, you get to fight Pyramid Head, but there's no way to kill him. You just have to wait him out. Untill in the very end of the game, you still can't kill him. However, when James admits and confronts his guilt, the Two Pyramid Heads in the scene looses their purpose and commits suicide.
But he's not dead yet. He returns in, Silent Hill: Homecoming for one. Where he regains his purpose and comes back in a new, deadlier form...
However, once you kill the executioner, he's gone. For good, sure there might be more of them. But that very individual is still good.
