If I was in charge of Blizzard, the Blood Elves and the Forsaken would spin off to form a third force on Azeroth, and the Ogres and Goblins would fill the void. For in-game lore purposes the Goblins who join the Horde would be doing it for personal reasons. The goblins would have the same classes as the Gnomes, I think. Ogres could have Warrior, Hunter, Mage, and Shaman for their classes. You could choose to play as either a one-headed or two-headed ogre, but the gameplay wouldn't change. The Ogres would be of the Stonemaul tribe.
