I wonder if the "over-mining and insufficient safety precautions" were doublespeak and lies to prevent the real reason behind Praxis' destruction from getting out: General Chang destroyed Praxis with his prototype Bird-Of-Prey right from under Chancellor Gorkon and the Klingon Empire's noses.
