Yep. If you watch Do i hear a Ralts episode Max befriends Ralts but, Max if he tries to go Unova he would go to Sinnoh first but, he will have to catch Ralts and then that Ralts will evolve into Kirlia and then he would come to Unova with Gardevoir. Not only Ralts but, he also has other Pokemon. In Pokemon wiki, you can see he has some Pokemon but, if he goes to Unova i think this will be his team:
1. Banette (because he has Shuppet)
2. Mightyena
3. Gardevoir
4. Snorlax (because he has Munchlax)
5. Breloom (because he has Shroomish)
But, it would be also cool if he had Deoxys and/or Jirachi but, he will not battle with them because, it's not fair in anime to use legendaries. But, Tobias is actually person who uses legendaries in a Pokemon League. And he win against Ash sadly because he only used legendary Pokemon..
