How do you get the out of focus areas to have that pink and green, displaced effect?

I'm not OP but Press Ctrl+A to select all, then go into the channels tab and select one of the channels, Red, Green, Or Blue, then just move the selection around or resize with the ctrl+t command. if your image appears black and white simply make sure to turn the RGB channel back on by pressing the eye icon.
