I gotta ask though, if I win, does that mean I just get a picture of the character? Or can I, like, redraw and use them for stuff like roleplay groups? And can I draw them non-chibi? I know some people are touchy about this stuff so I just want to double check everything xD

Just as *xXAnnaVanityXx said you get not only art but also, what is more important, design. So you can use it character any (noncommercial) way you want
And I would be very happy if you would draw her!!!! >////< Actually after some time I would like to make journal with others arts of characters that I created, hopefully more ppl will draw characters bought from me :>

You get the picture to post anywhere off dA as long as credit is given (if the artist says otherwise, then just follow that). In most cases, you're allowed to use the characters for roleplays, and they usually encourage people to draw their designs in their own style; artists love to see variety like that, so seeing, for example, my drawing of Kyouseki (look in my Gallery to see his drawing) in Meg-Sowka 's style would be like magic lol
So yes, unless she says otherwise, you should be able to use the character for roleplays and redraw her in non-chibi form, so long as you give credit for the design properly and if you show off her art specifically to make sure people know you didn't draw it to avoid assumptions of art theft ^__^

For me being low on money is one of main reasons why I selling adopts.. the other one is that that I always making some new character for myself and then... don't use them at all >: Seeing them laying around was just too sad so I was thinking about finding them new home.. someone who will put them in a story or draw them... any activity is better then nothing :>
