its because the program someone made that lets you edit a sprite sheet and makes a patch out of it , only works for the Japanese version , if you patch a ips meant for the Japanese version to a American version it sometimes freezes and the palette doesn't change  so you would just have a changed sprite with zero's palette , if it was easy to patch the American version as the Japanese version i would be doing it , plus the American version needs to be text edit i don't think people want to make a lets say a sonic patch and have zero's name show up , and then you have to palette edit  , and tile edit which takes a long time , most people don't want to do that much work for a game mod , while the Japanese version lets you just edit a sprite sheet in paint , and changes the palettes easier , and since its in Japanese no name shows , its just easier to do the Japanese version.
