Ability: Technician/Moxie
Considered one of the most despised pokémon, they are capable of controlling mobs of Scurmice to do their bidding. Their was a story that told of a Scoundrat that was able to take over a city.

They are so ingeniously designed, I love their style man! From being the common rodent of the region, to the subtle hint of a City of Rats in Scoundrat's dex entry: everything about these guys is perfect!
