MechaGodzilla, hands down.
Not only did Devastator get brutally beat by Skids and Mudflap, but MechaGodzilla can take a beating whereas Devastator went down after having his arm blasted off which resulted in him slamming so hard into the ground that his head was torn off.
MechaGodzilla is also a lot more mobile than ROTF Devastator, so he'll easy be able to evade whatever attacks Devastator throws at him.

Okay, I misinterpreted. This is Mecha-Godzilla from Ready Player One, not the Toho version. Still, Mecha-Godzilla wins because RoTF Devastator failed to kill Skids and Mudflap.
