If you really wanted to get high-tech, the long hair could function as something like gills, extracting oxygen for the water; the longer the hair, the longer he could stay under. He would still be limited to staying in the shallows because of water pressure, but it might be a fun (and extremely expensive) option.
Definitely looking forward to seeing how the beautiful mermaid finds herself in trouble!
