In Australia, we have an online community for people who identify new species.Atlas of Living Australia (ALA) - Volunteer Portal
One key feature of ALA is its Citizen Science web application, also known as the Biological Data Recording System (BDRS).

WELL! I'm stumped! I've NEVER seen anything like that before, but I can tell you that it looks like it's an immature due to the presence of the wing buds.
