Not sure who originally made this icon, but I made it from scratch so I could use it in Leopard.Also includes the PSD so you can mod away.

How can I mod something like this? I really like it, but I have no idea who this female figure is, and I would like something familiar on my dock. And also, I always wanted to make my own icons, but I don't know how.

The female figure is the Queen of England, and she appears on all English postage stamps lol (except for the novelty ones).
You need a program that can edit PSD files such as Adobe Photoshop.

How do you mod it? When you open up the .psd how do you save it as the proper icon file type (I use OS X)

Forgot to say merge visible layers in PS before saving PNG

Save your mod as PNG , then drag it into icon composer,
export it to desktop , then open it with , icon droplet ... done

That's not a brush style, just circles and warped (wave) lines, added monochromatic noise and reduced opacity.
